SBA Ends EIDL Hardship Plan: What Borrowers Need to Know

If you’ve been relying on the SBA’s Hardship Accommodation Plan (HAP) for COVID-19 EIDL to reduce your EIDL payments, there’s some big news: the program officially ended in March 19, 2025.
This change impacts hundreds of thousands of business owners—many of whom are still trying to get back on their feet. If you’re one of them, you're probably wondering: Now what?
What the Hardship Plan Was (And Wasn't)
The HAP allowed EIDL borrowers to temporarily lower their payments. For some, that meant paying as little as $25 per month. Over time, payments would gradually increase (first to 50%, then 75%), giving business owners a little breathing room as they recovered.
It wasn’t a perfect solution, but it was temporary relief for more than 300,000 borrowers, but now it’s gone with no other options offered by the SBA other than to pay or face collection efforts.
Why It Matters
With HAP off the table, many business owners are being forced back into full payments—whether their businesses have bounced back or not. And for some, that’s simply not possible.
As of late 2024, nearly $71 billion in EIDL loans had gone into collection by the government. That’s nearly 1 in 5 loans. For borrowers still trying to hang on, the pressure just increased.
So, What Are Your Options?
